Please help me achieve best speed.

Hi I am new to ADSL+2 so I am looking for some assistance. 
I believe that when my local exchange first moved onto 21CN I was seeing a far better speed than now.  I have called orange but frankly that seems to be a complete waste of time. 
The local exchange is less than 1/2 mile away and the line sounds quite when you listen to the phone (no crackling). My line stats are below. And I have done a BTW speed test which I have also put below. 
What I can't understand is why is the IP profile set so low?  Am I correct in thinking that this is a restriction on my connection stopping me from achieving the lines full potential?  If my line is capable of more speed how can I go about getting the parameters changed?

Hi and welcome.

On a BT based connection the IP profile is 88.2% of the connection speed.

14463 x 0.882 = 12756 kbps which equals 12.46 Mbps, so your IP profile appears to be slightly higher than the spec says it should be. I'm afraid you won't be able to get it raised unless your sync speed increases.

However your downstream SNRM is 12.1 dB, so it looks as though your connection has been unstable and DLM has raised your target SNRM. If it's now stable the target SNRM should be reduced by DLM over some time, and you'll get higher speeds. You may be able to get the connection reset, but most ISPs are unwilling to do that.

Thanks for your reply.
What sets the connection speed?
The BTW test shows a Max speed of 21Mbs
Given how close we are to the exchange I thought we would see a better result.
