When a customer buys a 80/40 and then goes to a 40/10
is that a hardware move at the open reach side or software O.R side, or is that fully the ISP side hard or soft?

Is that isp side or open reach
I was told to move isps but go on a 40/10 to remove any cap, then move to a 80/20
So didnt know what or if it a was to reset a cap or stuck profile

I believe the profile is assigned to the port by Openreach, but this is probably something they can do remotely.
