The linked item on Ebuyer is primarily a TV with built in freeview, not a replacement monitor. You can get a reasonable 19" widescreen monitor for an extra £20, which for PC use would be far superior. As a cheap telly though, that's pretty nice.
Incidentally, 1024x768 looks as-rough-as-a-badger's on my 17" monitor. In fact, anything other than 1280x1024 looks pretty nasty. TFT monitors aren't really designed with varying resolutions in mind, hence why anything outside the native resolution can look like blocky-mode in comparison. You can't split a liquid crystal down the middle. Or something.
The 1690x1050 monitors are pretty much standard fair these days, meaning that eventually you may well start to see web page designs that cater for the widescreen jobbies over and above the lower res' screens.
