It applies to wholesale line rental and LLU but not (apparently) wholesale ADSL. I think it's probably fair, because BT gets a raw deal from LLU at present - it allows BT's competitors to cherry-pick the most profitable exchanges and undercut BT's prices. BT retain the less profitable business in countryside exchanges. Something like this had to come, but I'm sure that those benefitting from cheap LLU deals will still complain.
I'm not 100% sure you're getting this Eric - or perhaps its me? It is quite probably me
a) Residential/Business Wholesale Line Rental will be going up. That means everyone other than b) are affected;
b) MPF will be going up. That affects TalkTalk users mainly;
c) SMPF will be going up. That means everyone else, as someone on BT Broadband (for eg) is viewed as being on SMPF just as much as someone on Be;
I suspect that people in Market 1 & 2 areas will end up paying the full cost of increases whereas people in Market 3 areas won't due to competition. Doesn't really seem fair but that's life eh?
