They are already on some capped speed profile, 1024k down and 192k up, presumably some kind of 1Mb product from their ISP.
Some Thomson/Technicolor devices do not report the interleaving status correctly in that place, and say "Channel Mode: Interleaved" even when it is not interleaved. However, perhaps partly due to the capped speed and huge SNR margins, there are zero errors, so we can't infer if interleaving is on from the presence of FEC errors.
I'm certain its on interleave. My ping to local sites is 40ms.
