BS, what camera did you use; a lowish resolution phone? One can always downgrade bur never up. I don't know what the others may say, but copinb from a magazine, I prefer scanning an item in and saving as a PDF.

I prefer to save scanned images as PNG files rather than PDF files. (The former will allow subsequent manipulation of the images whereas the latter is rather "final".)

As mentioned by b*cat,  .PNG usually gives the best quality as the others use lossy compression* than other formats, but the file size will be larger.
