Bovingdon exchange - is there an evening capacity issue?

I'm trying to help someone who is having strange speed problems.
Their broadband is fine in the morning, running about 20mbps.
It starts to slow down in the afternoon and crawls along afternoon/evening at about 1mbps or less.
(I assume this is download speed tests and the sync is unchanged)

Is there any way of checking if there's a local lack of capacity, either looking at known recording issues or running tests on the line?

Indeed it could, but from where I am (20 miles away) it's impossible (given the technical level of the resident) to check for that.
Hence I was wondering what information might be accessible more generally and how to narrow down the possibilities.

We (BTOR) have a tool called IRAMS, which is an Incident Reporting log of major problems, but I wouldn't expect that to be visible to Joe Public.

With no stats and the distance involved for yourself, it may be frugal to ask if your friend knows if other folk in the area are also affected, and who their ISP is ?? Short of ringing the ISP to ask them to check the data-logs for 'patterns', there's not much you can do IMHO ?  :)

The ISP is BT Retail.

The only two places I know of to check for vague capacity problems are:

Could you use 'Teamviewer' www.teamviewer.com to access there computer and set up some form of monitoring ?.
