Regularisation of external BT wiring

What the current rules on old external wiring?
Scenario:
I know someone whose cab is about to be activated for FTTC under the BDUK scheme.
So interested in upgrading as their exchange is currently still on the old 20CN
Incoming cable is standard BT black drop wire but only to the roof eaves.
Then there is a BT sausage type conn' block
Thereafter along eaves, down wall and into house to NTE5 is old style "figure of 8" grey wire.
From NTE5 to their main used tel' socket elsewhere in house is some modernish white std phone cable by the looks of it stapled to skirting boards etc.

So:
1. Would they/can they get the old figure of 8 stuff removed as part of a FTTC upgrade.
2. Are the ISP's still selling/doing the 30m extension kit to get a decent cable from the NTE5 (which is nowhere near any socket) to the tel socket used from their BB HH?

I would suggest that they go with an ISP/CP who will be prepared to request a managed install from Openreach.

With an Openreach technician tasked to the job, a relocation of the NTE5/A could be specified. That old "figure of eight", cadmium copper pair should be stripped out and replaced with the appropriate category of UTP cable.

Seconded what b*cat said.     Check with ISP and make sure they know the situation.
Sky and TT now seem to be sending their own engineers to do the installs who dont tend to do the rewiring stuff.. same with the contractors they seem to avoid it.   

I noticed a Talktalk Brightspark van here one afternoon last week to do a fttc install a few houses away...  followed by an immediate reduction of 1Mb from my max sync speed.
