Is the Sync rate the ATTAINABLE download rate or the actual download rate? Also which one does the ip profile use ?

The sync rate is the connection speed which is negotiated between your router and the exchange. It is in effect the highest speed which your connection was capable of at the time the connection was established. Actual download rate can vary widely, depending on numerous other factors, but it can never exceed the sync rate.

The IP profile is based on the sync rate.
