You need to make the receiving of a PM stand out more because I have sent forum members (not just one person !) a pm and they have not noticed for several days.

When you send a PM you get a nice clear message across the top of the screen about its sent.
You could do with a large flashing banner to say you have a PM.
Is there not some website guide lines for this.

No, but if I had one it shows this in the header, discreetly. Just like almost every other forum I participate in.

If messages are important then, just like every other forum I've seen, there's an option to be notified by email.

Fit for purpose in my view, with no need to change.  8)

PS If I want people to communicate with me with some urgency I give them my phone number or email address.
A message on a forum, from someone I have NOT chosen to give either of those, is by definition going to be dealt with as and when it suits me. 
I have no greater expection in relation to forum messages I send.

There are a couple of relevant options under PROFILE --> MODIFY PROFILE --> Personal Messaging. The user can opt to have a popup displayed when there is a PM waiting for them, and they can opt to receive an email notification. I think that the latter is enabled by default. I don't think that we would really want to make PM notifications more obtrusive for everyone - the popup could be enabled by default for new joiners, but that would very possibly annoy more members than it would please.

The pop-up, as opposed to email notification sounds appropriate. I do see that (it's default) occasionally on some other forums and it's never been obtrusive enough for me to want to turn off, so maybe having it as an initial default would be acceptable to others?
Some forum implementations have different "skins" that can assist with such issues, not sure about this one.

It's easy enough to change. I'll see what the boss thinks.

Just remember what happened the last time with modifications to the site, if they are not standard updateable modifications then they cause all sorts of problems in the future.

Thanks OF, but this one is a standard configuration tickbox. It doesn't require any custom code.
