BT Speed Test........some can, some can't

Does anyone actually know how the speed test works? It seems odd that some like me are having no problem, but others just fail each time. Could it be an area (?node?) or exchange based matter, perhaps?

Ideas?

HiRenluop,

The only difference I've detected is on two different DSLAMS at one exchange and that the standard ADSL connection works but the speed capped one doesn't.
