This site (along with Sam Knows) reports my friend's exchange as now being Market 3. Plusnet are not recognizing this at the moment and from what I have read it might not be changed until the end of the year. They say that it is still under consultation with Ofcom so they won't upgrade at the moment.
Is this site correct and if so, is PN just pulling the wool over our eyes?

The information on SamKnows and Kitz originates from BT, so it ought to be 'official'. But I doubt that PN are pulling the wool over your eyes - it's more likely (I think) that BT are jumping the gun slightly, before OFCOM have agreed to the change.
