No, that is not correct.
Windows 7 does not ship with a "built-in" email client such as Outlook Express but there is nothing to stop you installing something such as Windows Live Mail, Thunderbird etc. etc. to use as a POP3 client.
IMAP, web based email systems, such as Hotmail, Gmail, YahooMail etc. etc can be accessed through the browser as in previous versions of Windows.
