These things seem to go nearly as fast as BT keeps their FTTC upgrade offers going, but at the same time charging other CPs (on a wholesale basis) a mere £127 for EACH twisted pair the snip in Sub-Loop Unbundling PCPs.

I suggest the general principle is good but any developments have to be taken in context.
In my main area of interest there is little chance of major rapid developments as Virgin have no intermediate infrastructure and have not expressed any interest in developing it.
Although lower voltage electricity poles are a possibility in some areas, the GPO's cheap (and nasty) rural deployment often has the main cable buried directly in the ground without ducting and then popping up to a short string of poles for the immediate area's distribution.
As there are no ducts, fibre cables cannot be distributed easily that way and mole ploughing is severely hampered by unmarked cables and pipes.
There could however be more opportunity for soft-dig routes in adjacent fields.
In addition we have AONB and conservation areas which further limit the use of overhead deployments.

Not only does rural mean more difficult distribution but also the potential return on investment is that much lower.
I.e. very little jam, even tomorrow !
