Now it seems low energy bulbs are an environmental hazard:

Low-energy bulbs contain small amounts of poisonous mercury and are classed as hazardous waste.

If one breaks, the room should be aired and the pieces removed in a sealed bag without using a vacuum cleaner.

Well yes, that's always been the case for any type of Fluorescent tube of which they are.

Also same applies to sodium used sometimes in out side lighting in gardens/drive etc. (like a street light..orange light).

Sorry I must have missed your question earlier.
Basically the answer is:

1. Keep a sharp look-out for the free offers from time-to-time, once accepted they leave you on their mailing list.
"Although sometimes there is usually a criteria that you have to meet, IE, being on some type of benefit" (but not always)

2. If you are on any kind of benefit you can also apply for them. Look-up local energy saving organisations.

3. If you are a pensioner, then possibly from organisations such as Age Concern.

4. The next time any one has an offer come through they can also nominate you as a worthy person.
There is usually a part on the reply form for this or a contact phone number to do it.

I was talking with one of my local electrical wholesalers recently and have now been informed that some/most of these new energy saving lamps can now be used with existing dimmer switches with no adverse effects.

When I was about 7 or 8 years old (yes I can remember that far back) I used to have a jam-jar that was half full of liquid silver mercury, this gave me hours of enjoyment rolling it around between my fingers watching it break and join back together.

Whatever happened to it?
well with the amount that got spilt on my bed and the floor, after a couple of years it eventually dwindled into nothing.

Ah, those were the days, must close now and take my medicine before my other hand turns any greeeener.

At school (a long time ago ) we were given some in the science lesson to play about with and like you I would have some at home to play with (that's why I glow in the dark  ;) ).
I still have Mercury thermometers and mercury tilt swiches with it in, as well as 50 spare Fluorescent tubes.

That's the problem I'm having at the moment, trying to find somewhere that sells (reasonably priced) low energy bulbs with the standard bayonet fitting.
