You might be amused (not a lot) by this article

The exchange is probably
http://www.samknows.com/broadband/exchange/LCAPP
On the face of it this is quite preposterous but it might have become garbled in the press. LCAAP is due for 21 CN exchange upgrade this quarter which might just have something to do with it.
It seems an extrordinary way of gaining publicity but perhaps the BT man in shining armour will creep into view once the exchange work is completed when they might have a bit more room for MSANs.

If I was him once the first Broadband tax come out of my bill I would be insiting they pay.
Let them ask Gordon for the money.
There are currently no known capacity problems on your exchange.
