I think you (Tiscali LLU) may be able to get the upgrade but may have to pay for router.

TalkTalk were the last ISP I would have concidered but I am looking at trying them, they have my exchange LLU so may give them a try next year, how have you found them (Tiscali)?

I am keeping an eye on their forum to see what others are saying.

I have been a TT customer now for about 16 months (not an ex-Tiscali customer). I have had one problem with connection earlier this year but using their forums I was able to get it sorted, they did get a BTOR engineer out who fixed it and it cost me nothing. Apart from this one problem which did take a couple of weeks or so to get sorted it has been fine. I'm on an LLU package which is no longer marketed but am quite happy with it, for about £22 per month I get up to 8meg broadband and free worldwide landline calls. Previously I was paying BT for phone line and calls and £25 per month for broadband. A no brainer really....
