Are there any consequences of 21CN PSTN switchover

Is there anywhere or anyhow to find out if 21CN PSTN switchover has occurred and on what date as all I can find is 'planned for Q4 2009'

Are there any consequences of 21CN PSTN switchover, ie would that in itself mean firmware upgrades are necessary for routers or should old settings and firmware that worked the day before 21CN PSTN switchover, work the day after it ?

What is 21CN PSTN switchover ?

Mine is due soon but I don't think it means a lot to the end user.

21CN WBC may make a difference but I have no date for the change.

Samknows gives last quarter this year.
