Can you log onto the administration panel of your router (by putting
http://192.168.2.1 in the address bar) on either of your machines? If so then you know that both your PC's are physically capable of returning a web page from an Ip address and something is preventing external connections to the internet. Have you tried accessing a website by putting the IP address into the browser also?
http://64.233.183.104 is google for example.
