alot of TCP dup ACK and retransmissions

I am downloading a game and there are a lot of TCP dup ACK and retransmissions. Is this normal?

Congestion control isnt perfect, and is very hard to make it so.

Usually is a seesaw on throughput, speed will drop off when is saturation of packets, symptoms could include what you mentioned, then when its backed off enough, it increases again, and repeats the pattern until the download is done.  Certain things would make it worse like multi threaded downloading (common with game launchers now), using lossy wireless networking or e.g. out of order packet situations.
