No guarantee at all they've any plans to reach those flats, the availability checker is wrong and that's the part that needs review. Hopefully they're already aware based on the installer feedback but worth checking. Your property should not be showing as ready for service: it isn't.
If this needs more nudging after your contacting them I'll poke someone. The plant map ends where the duct from streets into the block does, irrelevant for landlord wayleave, and Netomnia both have that map and the details of which cables and kit are in each duct, chamber and on each pole alongside blockages or other issues they've hit. If it's not available to the nearby properties served underground outside your block best not get hopes up for a quick result.
