I will state - I don't know what Zzoomm's plans are.
However, if you don't already have a massive stock of public IP space, of which most AltNets don't/won't - they'll probably all go CGNAT at some point. And for 95% of users, CGNAT will work fine. If you aren't running servers off your own connection, and frankly, if you are a residential user, why are you running services off your residential connection - you don't need a Public IP.
However, AAISP's L2TP service is excellent if you need a solution (If any ISP does not offer any such Public/Static IP service)
