Cable query- Is this openreach chap correct?

I have an openreach engineer here seeking out a problem (drop outs) with my broadband line.

My existing line from the Dpole goes along the side of the house and then turns around the back of house and enters into a rear bedroom where an old set up of a PC was connected via LAN. The master socket is 3 feet up from the floor!
The run along the house side has a joint box where the cable was cut (accident ).
I suggested to the openreach guy that it may make more sense to just drop the line straight down to the living room at front of the house and re-locate the master socket there. He said there would still be a join in the cable ? Does that sound right because I can’t see why the cable wouldn’t just go straight into the newly located master socket as it does presently at the rear of the house.
Anyone have any ideas?
