My IP profile is only 5000 kbps.  But I am guessing that, with time, now that I can leave the router alone and stop rebooting it every time I call BT, the sync speed will increase until the SNR gets down to 6dB and I will get back close to an 8Mbps sync and IP profile.

Throughput is now consistent and hangs just below my IP profile (~4.6 Mbps).

It will be - cause as you rightly say thats about right for your sync speed.  Its not until youre able to get a higher sync speed that your IP profile will increase.

I would have thought that a 14dB attenuation line should still be able to sync much higher than you are doing despite having a high Target SNR.
Theres something still niggling me about your line.  14dB should be easily capable of 8Mb or more.

Are you able to contact your ISP and request that they lower the Target SNR.
