I'd blame Three UK with their excessive use of CGNAT.
They don't use CG-NAT on their
3internet home broadband APN, AFAIK the only provider who doesn't.
That APN does seem more prone to congestion however than the CG-NAT
three.co.uk one.
However, AAISP L2TP runs absolutely fine over both, including IPv6.
I don't have my 5G router in Bridge Mode even, as I like being able to connect to its WiFi to test port forwarding and my VPN are working. Plus if my pfSense box messes up, I have an easy way to immediately get back online. (I only have PAYG on my phone given I rarely use its data connection and calls are cheaper over VoIP)
