Getting private from ISP instead of Public IP

For a few days I have been having issue of getting private IP from my ISP instead of public IP and I need to restart my modem and router couple of times for it to work.
Sometimes restarting the WAN interface in my router works too.
When I restart my wan interface, I get this error for few seconds and then an IP from ISP.

Unknown error (USER_REQUEST)
My ISP supplied modem is in bridge mode with my pi4 openwrt router.

Not sure what you mean by a private IP - ISP's typically do not assign RFC1918 addresses.

Are you getting a 100.x.x.x external IP?

It was an issue of Access Concentrator, I saw somewhere to use this command

tcpdump -i eth0 -A pppoed There were two access concentrators and I tried both, one was assigning public IP and one was assigning 10.x.x.x IP. So, I used the one which was providing public IP and now the problem seems to be gone.

And also, I was told some upgradations are going on in my ISP maybe that's the reason.

On this forum usually yes, but there are so many times I've seen people post a problem elsewhere and their closing post is "never mind, solved it" and no explanation at all.

Mind you, I've always been a chronic over-explainer, and usually word it very poorly so forums who only let you edit a post for so long drive me insane when I read a post back a few days or a month later and realise I can explain better.

Yes, this is the best forum for ISP related stuff. Thanks to the people who are running this forum.

What really infuriates me is when people don't even bother to reply at all, its just plain discourteous.
