I doubt it.   

It just didn't seem appropriate to the occasion it is supposed to be in celebration of.  Chloe cat is suitable candidate for pampered princess and there's numerous items that could be offered as a gift that had been caught with an injection of humour, eg butterfly, goldfish, flower (Zac used to bring me camellias) or a leaf blown in the wind, or trying to get a feather.   A regal cat should have a bowl of cream or posh food on its birthday.  (Princess Zoe got a salmon mousse cake on Tues).

A rat turning up and them bolting outside seemed a rather strange story line without there being any feline behaviour Simon usually captures so well.   
I sat and pondered for a while wondering if I'd missed something,  played it twice more and shrugged. 
About the best I could come up with is an obscure message of an unwanted visitor turning up to see the queen on her birthday.  There's a couple of possible candidates who arent particularly in favour right now, but even that I don't find humorous. To quote another queen "We are not amused".
