Does anyone perhaps know for a KCI2 Assure install, with traffic management required whether Openreach will come and look first to see if traffic management is actually required or not?

In my experience as a contractor to OR, we just land out and see what can be done on the day. If TM is required, we might do an ONT & CSP fit, we might not. It's the engineers call on the day but usually it revolves around workload for the day. If I've only got 3 jobs on, I'll do it but if I've got 5/6 then I'll push on to the next ones.

I guess that the guys fitting the ONT are from a separate part of OR!

I know some ISPs are trying to take on the ONT install for themselves, Sky being the first one that pops to mind.
