Netomnia rollout Frome...

So Netomnia have plenty of up and coming road work type entry's for their roll out in Frome. Anyone know what "TL head only" means?

Spoilt for choice  as openreach activated their fttp yesterday and now netomnia have written to me offering a 1gb symmetrical connection  shortly with a discount for early sign up... ;D the only issue is it isn't doesn't say how long it will be but clearly they are  starting it..

Quoted in isolation, I have no idea. However if you could show that phrase in context, it might become clear.

Traffic Light, head only. No work on that street but traffic lights due to work on connecting streets. When lane count is reduced on the main road can't have people driving freely onto it so sometimes multiple way lights are needed and each street lights will be installed on needs a permit.
