I have the BT Wi-Fi app on my pay-as-you-go mobile and use it quite regularly. It's not only peoples hubs that are broadcasting as there is BT public Wi-Fi in various other places too - my local Tesco supermarket for example. A while ago I used it in a rented holiday cottage that had no Wi-Fi of its own, but could pick up BT Wi-Fi from a house nearby.
It wouldn't be the end of the world for me if they binned it but it does have its uses.

When it was originally implemented, mobile data was expensive, not particularly fast and public WiFi was uncommon.

There's also the benefit that if your broadband goes down, if your neighbours are on BT you can temporarily use theirs.  Technically you could connect to both at the time increasing your bandwidth. ;)
