My guess either a phone home callback they use to test it is failing or a DNS lookup.

Not the first time I've seen that.  I've even had it on Linux, to the point I tried to override the host they use to probe for connectivity but it still happens occasionally as if pfSense is restarting Unbound right at the wrong moment than DNS will fail.
