OR observation help please?

Bowdon:
I was looking out of my window, as ya do  and noticed an OR van go past.
It stopped just as it turned the corner of my road and 2 people got out. At first I thought they were going to the pole, as that is on the corner too.
But they went to the OR squared manhole cover. They put warning signs around while they were doing something.
I've never seen any OR engineers open the cover before. I'm wondering what would be the usual reasoning to do this?
I was half thinking it might be something to do with FTTP. But we have overhead lines so I'm not sure why they would be in the manhole.

Jon21:
Had some Openreach activity around here last Thursday. 2 vans, a lorry and a pickup with a trailer that had a drum/reel on it. Seemed to be checking out the ducts in the pavement a bit further up the road. Only here for an hour. No idea why though, was kind of hoping like yourself that it might of been FTTP related.

As per the cats reply ........ take your pick from any number of scenario's ..... maybe chasing an awkward fault, working on a pair divert ??
It matters not if you are fed via overhead cables, the cables will will at some point go underground.
