Some YT videos work fine, some not!

My speed is 70/7 Mbps and during the evening and some times in the morning some YT videos run perfectly fine even at 4K and some can not stop buffering on 1080p/720p as if I am using another very slow connection and I think this mostly happen with videos I know are uploaded from UK but some times from Netherlands and other certain locations .. does it matter where the video uploaded from?
At the time of issue speed test results are fine showing no throttling or packet loss.

I wouldn't have thought that the location, from which the video was initially uploaded, would be significant. Once it has been uploaded, I imagine it then becomes available via a (Google owned) CDN.

What's your router?
What are you using for DNS?
Wired or Wireless connection to router?

YouTube have made some changes recently to throttle downloading videos, I think its glitchy as I've had to refresh a few times to get videos to play sometimes on the normal website and they will randomly drop to SD sometimes or freeze. This is also reflected in when you try to use a downloader you can get errors such as:
HTTP Error 429: Too Many Requests
HTTP Error 403: Forbidden
HTTP Error 404: Not Found
Plus I've noticed for a long while that popular channels tend to work best whereas smaller channels are much more prone to problems.

I get similar experiences to @Alex Atkin UK, with random drops to SD, which I can always fix by selecting HD again, and slow starts when initially selecting a video. Agree that popular channel appear to suffer less.
