Difficulty changing login password

I keep getting warnings from Chrome, I think, to change the password on my VMG8924B10A.
I found https://www.zyxel.com/support/Zyxel-password-changing-procedure-20161213-v2.pdf
If you haven't changed it before, please login with default username/password (admin/1234). After login, go to Maintenance → Administration → Administrator. Type your new password in the field “New Password” and type it again in “Confirm Password”, then click “SAVE”. There is, however, on selecting the Maintenance tab, no mention of  Administration → Administrator.

Will someone guide me, please, what I should be doing?

On my 3925 it is Maintenance -> User and select the account to edit.
