Baltonsborough Exchange, network overload?

Ok, got an issue here over two lines, ISDN and pstn.

Frequently both lines cannot dial out, isdn2 will show network overload, pstn just can't dial out.

Not in the same property, same issue occurred in February, CPS is with BT Wholesale.

Is there anywhere to see if the Baltonsborough Exchange has issues?
Last time a network card needed resetting.

Sorry, I can't answer your query but I would be interested in knowing what is the response when attempting to establish a call to either of those two circuits.  :-\
