When did regrade become popular?

Ok, my little gripe corner time  :)

I've noticed for quite a few months that people have started to use the word regrade to describe changing their broadband packages. The problem with the word regrade, at least how I see it, is its not that descriptive on what they are doing.

What happened to the words upgrade or downgrade? How come they seem to have dropped out of circulation?

Openreach charge for regrades, that's the name of the product. The terminology stems from that: Openreach having a single charge whether moving to a higher or lower tier product.
