Just go with Zen or some other ISP, if they're not going to play ball then I'd want to do this anyway to show them I'm unhappy with how they run things.
One way to be sure is to order FTTP as a new service from another ISP then cancel the FTTC on the old line AFTER you've been connected, keeping plain copper telephone service only on that old line.
