That is an interesting result. Congratulations.
Not having any ZyXEL equipment with VoIP port(s) I am unable to take a look at the process you have detailed . . . but it does make sense.

The no auto connect sounds like it could become a problem over time though, unless you script the router to login to the modem and issue the restart from the CLI. Even then, the potential for ending up with no VoIP service seems problematic.
