Openreach replacing poles prior to FTTP rollout

Does anyone know why Openreach may be replacing several DPs near me?

More specifically, if a pole has no access hatch to blow the fibre through, will they dig the bottom of the pole or will they replace the whole pole?

Presumably a new pole is slightly offset so that both poles can exist at the same time for minimum down time during the tradition of the lines?
