Have you tried just putting a Home Hub on the line, connect it directly to your PC and see what the result is like then?

ISP congestion would affect you in light or heavy traffic loads, this is a local network problem based on the symptoms, however some times isp's do implement network policies which can cause effects like this, so whilst this could be down to BT/openreach configuration, it probably isnt a congestion problem.

You’re the expert not me but based on the graph above, how can local network issues manifest themselves only within a hop much further inside BT’s network?

Even this is seen with the bandwidth capped so as to be very low (20Mb) or less. If it’s not bufferbloat, what is it?

I would just like to add that the graph above was during a period in which the network was quiet. I wasn’t actively doing anything.

I can distinguish between latency increases due to my own action and these spikes, whereby the latency increases after hop 2 when I deliberately cause it and later on when it’s not me doing anything.

I’m just really trying to understand how this occurs, more than anything. I’m not getting it so far.

Don't forget that routers may ignore/delay echo requests, so it can appear there is latency where there is none.

Not saying you don't have latency, but that test could easily be a false positive of where its occurring.

Okay understood.

As I said previously, it doesn't seem to be related to activity on the line as they happen even during periods where it's quiet.

So is it a line issue? Errors on the line perhaps?

I am no expert, its just an opinion sorry, but in my experience congestion is visible even on a lightly used connection, but an isp configuration in how they buffer packets, police traffic flows etc. could cause symptoms that might be seen as congestion.

Also is it only at peak hours or noticeable all day?
