I've posted about this on IRC. The consensus seems to be that those reports are automatically generated by parsing various BT messages and emails and given what they are like it's amazing it's done as well as it is!

Probably work announced to be carried out on 22nd, then on 9th Sep it was cancelled and rescheduled.
