Why does VM change the packages available?

Every so often I like to see what VM are offering to my location.

Previously it offered the M350 for the full bundle, and the M200 for the broadband only.

At some point it offered the M500 service, I think only to the full bundle.

But when I checked the site now. The maximum full bundle speed is M200, and the M350 is now broadband only i.e. the other way around to what it used to be. The M500 service is no where to be seen.

I've noticed other people in the past mentioned this kind of thing. Does anyone know why they do that?

If local congestion is too high they stop selling the faster packages to try and limit congestion.
