The wording is confusing, but most likely it will mean 25% of the maximum cpu resources of the server as a burst capacity.

Looking at the specs of that server and number of accounts, seems unlikely.  Also another package says 200% CPU, maybe they mean two cores?  Either way, its insanely confusing.

Well with the revealing there is a 200% package, then I will say I am officially lost by it.
In Linux 'top' 100% does indeed refer to one cpu core, so it could be 25% is 1/4 of a core, 200% is 2 cores worth of power.  But still speculation though.

That's all I could think of too, seems whoever wrote those packages is completely clueless.
