PN Limited Throughput - Is it Stuck, Throttled?

Hi Folks,

I'm currently synced at 79999d/20000u, have always had download throughput of around 76Mbps, however for the last month I'm stuck at 67Mbps throughput when speedtesting.  I've been onto PN, they tell me nothing is wrong and that I am to ignore the IP profile and also what the PN website is telling me because of the "way things route on our network."  This all started when my cabinet went out one night for several hours and when it came back all of us seemed to have a DLM reset and what I noticed for the first time is I received G.Inp on the Uplink and also a G.Inp of 55 on the Downlink which never exceeded 50 before.  I have a cross-talking neighbor and when she turns off her modem my stats go quite "clean" compared to when she's on-line.  If I reboot when she's offline I get my normal G.Inp of 47 on the DL.

Nonetheless, ever since this event my throughput has been stuck at 67Mbps, I've reset all of my equipment, including down to factory, and nothing changes.  PN did make one change and I was up to 72, but alas that lasted only a week until DLM decided to take action on the line. Plusnet's Dashboard which they tell me to ignore says my line sync speed is 70.2Mbps

So I'm looking to some input, and how best to persevere with PN on this, are my stats holding my throughput back? 

BT speedtest won't even let me get to the IP profile page anymore, perhaps something changed, but when I first checked when this mess started it told me it was:
70.61 but my Sync was 79999

Since Plusnet started using dedicated WBMC their routing now bypasses the old gateways where the "Line Speed" limitations were applied and in theory it shouldn't make any difference.  Except if you have a static IP, when you will still go through the old gateways rather than an IP being allocated from the local pool via the MSE bRAs.

Yes I noticed they appear to have removed this function.  I'm hoping its not permanent. :(
You may still be able to get the info from Mouselike.

There is also some info missing from your telnet stats and that is your INP information from bearer 0 this would help to see if you are INP/RTX High or Low for example :>

http://www.speedtest.btwholesale.com/PerformanceTesterWS/diagnostics.do is still working for me!

Not working for me, when I enter my number I just get  “currently unable to perform a speed test”.   

But even if the site were working, the FTTP checker seems to be useless for me, by design...

It's not restricted to rural premises, many houses, and in fact a large majority of the businesses on our estate and boats on the river at work have no address numbers. Thinking about how the BT Wholesale checker works on just a postcode I tried it in the diagnostic tool as well, and after asking me to confirm it was correct I got a list of addresses as per attached. Admittedly another design flaw as there is no clue it would do this.

You may still be able to get the info from Mouselike.

Thanks @Kitz, this is a much cleaner explanation, I don't have Static IP and vaguely remember that could be an issue if I had it, seemingly there are some others that have my problem that I'm seeing over on the PN forums, some being Static IP.

Thanks for the tip on mouselike, this is the result:
The current Downstream BRAS rate is: 70.61 Mbps
The current Upstream BRAS rate is: 20 Mbps

I can do Speedtest's on BTW but the second stage where you get the IP profile is now gone, at least for me.

I've just posted my additional stats, hoping that sheds some light...If it's a stats thing fine I'll have to live with it, but the PN team arent too forthcoming and offering an engineer which I know isnt necessary as the line is stable in itself.
