Wholesale internet access carriers’ - snooping and worse

Re the likes of BTW and TTB who wholesale to ISPs a service providing the transport of internet traffic from exchanges to those ISP customers;

  • can these guys legally look at or into packets they are transporting to/from the isp ?
  • If so which levels of headers or even payload, or the whole thing can they legally look at?
  • And do they actually do snooping?
  • If these guys are implementing censorship, do they only do it with dns or do they actually filter traffic?
  • Do court orders or government orders for censorship require a particular technical implementation mechanism or are they vague as to how their aims are to be implemented?
