How Did I Phone Some Emergence Service.Line Fault ?.

How Did I Phone Some Emergence Service.  :'(
This probably started about one month ago when after some 255 days of my DSL connection being up it dropped out with a few odd spikes on the DSLstats graph and it has done so a few more times since.  >:(
DSL has been up for 6 days with a lot more mush on the graphs.
Still got internet  :)
The phone line is 99% underground .
Having problems getting a dial tone, then after a call it is not 'clearing down'  :(
Just tried 17070 1  I heard the message but could not clear down the it timed out and got tone then that stopped then a bit of a hiss.
Unplugged this land line phone and left it, then plugged it in again and got dial tone.
Tried 17070 2 QLT  that is ok, but could not clear down.
Same at the test socket.
We normally have the land line phoned plugged in and a 'Dect phone' with two phone.

Last night I turned off the power to the Dect phone, then put it on again, no dial tone, press end call, tried for dial tone, Then I heard a woman saying If you cannot talk press a phone button or bang the hand set.. :o I said hello but she could not hear me, at that point I put the phone down and left it alone.  :hmm:

This morning still problems. unplugged the dect phone and still having problems, Ring back did not work.
Phone from my mobile and it is engaged .

Shall I report this as a Line Fault ?.

I have a set of 6 fixed IP's From  Eclipse  isp.BT ADSL2(G992.3) line>HG612 as a Modem, Bridge, WAN Not Bound to LAN1 or 2 + Also have FTTP (G.984) No One isp Fixed IP >Dual WAN pfSense (Hardware Firewall and routing).> Two WAN's, Ethernet LAN, DMZ LAN, Zyxel GS1100-24 Switch.

Does the line work properly with an ordinary corded phone and the DECT phone disconnected?

Just tried another lead on the land line phone, just the same.

Then it definitely sounds like a line fault to me.

Re Accidental emergency calls, I think most lines still support pulse dialling, so a poor connection with intermittent contacts can manifest as unintentional digits. One reason the number 999 was chosen was, chances of dialling it in such a way are remote.   

Nowadays, for EU compatibility, or even EU compliance (not sure) I believe 112 must also work, but much easier to 'dial' with with random noise from an intermittent contact.

I have a feeling it was not 999 I some how dialed but I think 101 is used around here for none urgent police calls.  :-[
Just made an appointment for this Friday for a engineer to do some checks .

Maybe 112 (apparently calls the same service as 999) or 111 which is specifically for medical non-emergency.
