Inside an older outdoor pedestal, there is a terminal block looking component with 10 3/8'' hex posts, which allows for 5 pairs respectively.

It's sealed, and prewired with 5 pairs (blue, orange, green, brown, grey/slate)

I can't seem to find any equivalent part that is made today. Does anyone know what this is called?
One advantage is it really cuts down on splicing / crimping.

Similar in appearance to this bus bar, except with hex posts, and the prewired pairs coming out the back.

Welcome to the Kitz forum. 

I have a mental picture of the item you've described but, as far as I am aware, no such item has ever been used in the UK's communications infrastructure.

(I believe that the item you have shown in the image, as a "something-like example", is a common grounding (or earthing) point.)

Yes it's most likely a legacy part that came with the pedestal, and is no longer made.

After searching some more, I think I found the a version of the modern day equivalent.
The binding posts have been swapped out in favor of IDC connectors, and it comes in 5, 10, and 25 pair.
