It all still seems pretty vague and if they simply quote you some crazy costs I d don't see how this is any help to people at all, it just gives BT an option to go and tell you to go and boil your head whenever they don't fancy spending any money. Where is the mention of ISPs? It talks about BT but I hope to god that it doesn't mean that everyone is expected to sign up with BT retail ISP or - basically I have no idea what it is on about.

Another point - is that article England-only? Does this talk of USO even mean anything outside England?
