Interesting to know that A&A have fibres that terminate at Stepney Green . . . for I know that location from the early 1980s.

I was puzzled when I saw that abbreviation and, considering your latest question, I wonder if your interpretation is correct? My answer is "I don't know." Perhaps you could ask A&A? :-\

No, an RFO (Request For Outage) is just that.
There was an unplanned outage, BT raised an RFO to find out why.
It doesn't mean there will (or won't) be further outages.
