set-up & access new user etc?

Hi guys.

I've recently had an upgrade to window 10 from W7, and can't can't find where to set-up and access another user?
Coming from win 7, it was a doddle, but not Win10. Unless I'm being thick again  :-[
could someone kindly advise me, and confirm my thickness  ??? please?
